ChatGPT is back on WhatsApp in Europe, and the EU forced Meta’s hand

ChatGPT is available again on WhatsApp for users in the European Economic Area. OpenAI restored access on July 13, 2026, roughly six months after Meta quietly kicked the chatbot off its platform. You can reach it through the verified contact 1-800-CHATGPT, no separate app needed.

The return did not happen because Meta had a change of heart. The European Commission issued an interim order forcing Meta to reopen WhatsApp’s Business API to third-party AI assistants. As reported by Notebookcheck, OpenAI’s ChatGPT is the first major beneficiary of that ruling, and the timing is direct proof of how much regulatory pressure is now shaping how big tech platforms operate in Europe.

This matters beyond just one chatbot returning to one messaging app. The case is part of a broader pattern where the EU is using competition law to stop dominant platforms from favoring their own services while blocking rivals. WhatsApp has over two billion users worldwide, and Meta’s own AI assistant is built into the app. Locking out competing AI tools while promoting your own is exactly the kind of behavior European regulators have been scrutinizing for years.

Using ChatGPT in WhatsApp is straightforward. Just message the verified contact 1-800-CHATGPT and the chat works like any other conversation. You can ask questions, send voice messages, upload images, and even generate AI images, all inside the messenger, and in multiple languages. For people who have WhatsApp open all day, it is a more convenient option than switching to a separate app. That said, if you want the full ChatGPT experience, the dedicated app and website still offer more.

To understand why this is significant, it helps to know what happened earlier this year. Meta changed the rules for its WhatsApp Business API back in October 2025. From January 15, 2026, the policy banned general-purpose AI chatbots from the platform. ChatGPT, Microsoft’s Copilot, and Perplexity were all removed. Meta said the change was about managing the load from high message volumes. Critics pointed out the timing was convenient, given that Meta was simultaneously promoting its own AI assistant inside the app.

Meta did briefly allow some third-party AI providers back in March 2026, but only if they paid for API access. The European Commission did not accept that. Regulators ruled it was effectively still a ban, because the previous terms had offered free access. On June 9, 2026, the Commission issued an interim order requiring Meta to restore access on the same terms that were in place before October 15, 2025, meaning free access for universal AI assistants. The order stays in force until the full antitrust investigation concludes. If Meta does not comply, it faces fines of up to 10 percent of its annual global revenue.

A few practical things worth knowing before you start using it:

  • The rollout is gradual. Some users already have access, others are still waiting.
  • A small number of users have reported their WhatsApp accounts being temporarily suspended after messaging the ChatGPT contact. The cause is not confirmed. Meta and OpenAI have not commented publicly, but spam detection or verification issues are possible explanations.
  • Only use the verified 1-800-CHATGPT contact. Do not message lookalike accounts.

OpenAI is also expanding ChatGPT’s presence on other messaging platforms. The company has recently added ChatGPT access through Kakao in South Korea and Viber in select markets. The WhatsApp return in Europe is part of a wider push to meet users inside the apps they already use, rather than asking them to download yet another app.
