May 16, 2026Malta is breaking new ground in national AI adoption. The small Mediterranean island nation has become the first European country to secure ChatGPT Plus access for all its residents through a groundbreaking deal with OpenAI.
The arrangement works simply: any Maltese citizen who completes a free AI training course gets one year of ChatGPT Plus access. The program launches in May and will scale up as more people finish the coursework. Maltese citizens living abroad can also participate.
OpenAI announced the partnership on Saturday, though financial details remain undisclosed. “We are turning an unfamiliar concept into practical assistance for our families, students, and workers,” said Maltese Economy Minister Silvio Schembri.
This deal signals a shift toward national-level AI adoption strategies. While companies and educational institutions have embraced AI tools piecemeal, Malta is taking a comprehensive approach to ensure its entire population gains AI literacy and access simultaneously.
The timing matters for Malta’s economic strategy. As a small EU nation that has positioned itself as a tech-friendly jurisdiction, particularly for blockchain and fintech companies, adding AI capabilities to its national skill set could attract more technology businesses and investment.
For OpenAI, the Malta partnership creates an interesting test case for government deals. The company gets to study how an entire population adopts and uses AI tools when barriers to access are removed. This data could prove valuable for future national partnerships.
The approach also addresses a key challenge in AI adoption: the knowledge gap. By requiring training before access, Malta ensures its citizens understand how to use these tools effectively rather than simply having access to them.
Other small nations will likely watch Malta’s experiment closely. Countries looking to boost their digital competitiveness could follow similar models, potentially creating a new market for AI companies beyond traditional enterprise and consumer sales.
