South Korea is building state-funded AI for its entire population, and it’s a direct shot at OpenAI

South Korea just did something no other major democracy has tried at this scale: it selected three private consortia to deliver free AI services to every citizen, backed by state computing resources and a hard requirement that the core functions stay free permanently. Not free for a year. Not free for students. Free, full stop. As Trending Topics reported, the Ministry of Science and ICT picked SK Telecom, KT, and Kakao to run the program, which the government calls ‘AI for All.’ Contracts are due next month, and a public launch is planned for later this year.

This is not a typical government IT procurement. The companies are not building something for the state and billing for it. They run the services themselves, directly to the public. The government’s contribution is computing power: 512 Nvidia B200 GPUs split across all three operators, with operating costs covered by the national budget from next year onward. In exchange, the operators must keep essential features free even if usage grows past what the state is funding. They are, however, allowed to build their own revenue models on top, including ones based on user prompts and usage data.

The sovereign AI requirement buried in the fine print

The detail that makes this more than a welfare program is the model requirement. At least half of each system must run on domestic foundation models that meet the ministry’s standards. That connects ‘AI for All’ directly to South Korea’s broader sovereign AI push, where LG AI Research, SK Telecom, and Upstage have all been advancing through government evaluation rounds.

The model choices reflect this. SK Telecom is running A.X K2, Solar Open 2, Motif 3, and K-EXAONE 2.0. KT is using Mi:dm K Pro 2.5, Solar Pro 4, and Motif 3. Kakao is deploying Kanana, EXAONE, and K-EXAONE 2.0. None of these are OpenAI models. That’s the point.

Three companies, three distribution bets

The consortia strategies tell you what each company actually wants: a direct relationship with the Korean population at scale.

  • SK Telecom is building an action-oriented AI that handles tasks from planning through execution in a single request, available via app, web, phone call, and text message. It can look up a number and place a call on your behalf. The group brings around 22.5 million mobile subscriptions, plus partners including Shinhan Card, Hana Card, and Tmap Mobility.
  • Kakao is routing AI through KakaoTalk, the messaging app that is effectively the country’s communication infrastructure. Chatbots and agents will run where people already are, covering reservations, government applications, and payments. The consortium includes LG AI Research, LG Electronics, Shinhan Bank, Seoul National University Hospital, and chip developer FuriosaAI.
  • KT is connecting portal, telecom, media, and commerce, funneling users of Daum search and content into AI services alongside partners like Danawa, Musinsa, and Zigbang, all accessible through mobile and IPTV.

One notable absence: Naver did not apply. The company reportedly cited tight deadlines and the requirement to integrate multiple models as economically unattractive compared to just running its own AI product. That’s a reasonable business call. It’s also a sign that this program has real constraints the biggest players found inconvenient.

Why this hurts U.S. providers more than it looks

ChatGPT is among the most-used apps in South Korea. That’s exactly the user base this program is targeting. Once AI agents running on domestic models are baked into the phone network, the national messenger, and the IPTV box, and they’re free with no token limits, the competitive variable shifts. It stops being about which model is best and starts being about which AI shows up first in daily life.

Selling a $20 monthly subscription becomes much harder when a state-funded alternative is pre-integrated into infrastructure people already use every day. And the data flywheel, the thing that has kept U.S. providers ahead so far, stays inside South Korea rather than flowing to San Francisco.

How this differs from what OpenAI has done elsewhere

Free national AI programs are not new. The UAE gives every resident ChatGPT Plus. India made ChatGPT Go free for a year. But the mechanism is different, and the difference matters.

In those cases, OpenAI is paying, trading revenue now for market share and usage habits later. In South Korea, the state is paying, and it’s paying for Korean technology. That makes it industrial policy on the demand side. The usage volumes the program generates will directly help domestic foundation models improve through real-world feedback at national scale.

The time horizon is also different. Seoul requires the basic features to stay free permanently. OpenAI’s programs are time-limited campaigns or parts of bilateral infrastructure deals. And Seoul is embedding AI into existing interfaces, KakaoTalk, phone calls, IPTV, administrative processes, rather than distributing access to a standalone app. Whoever controls the interface controls the long-term user relationship. South Korea just handed that to domestic companies.
